Constitution Amendment Drafting Committee’s 2nd session held

Nhan Dan - The second plenary session of the Drafting Committee for Amendment of the 1992 Constitution (DCAC) was held on February 21 in Hanoi under the chairmanship of the National Assembly (NA) Chairman cum Committee Chairman Nguyen Sinh Hung.

At the session, the DCAC discussed and presented initial ideas on the draft of the 1992 Constitution implementation report and the report of DCAC’s editing board on the main issues in the 1992 Constitution amendment.

Discussing the former, DCAC members appreciated the constitution implementation review, which was objectively, effectively, and comprehensively carried out as scheduled. Industries, agencies, and organisations at all levels are well aware of the importance of reviewing the constitution implementation to institution amendment and supplementation.

The review of the 1992 Constitution implementation clarifies the constitution’s significant contributions to Vietnam’s renewal process during the past 20 years. The draft of the 1992 Constitution implementation report also spells out the 1992 constitution’s articles needed to be supplemented and amended to match the country’s current situation and institutionalise perspectives and orientations in the 1991 Political Platform on building up the country in the transitional period toward socialism and the 2011 supplemented Platform, as well as the 11th National Party Congress’s documents.

The session’s latter report was developed elaborately and based on main targets, perspectives, and orientations in the resolution of the 11th Party Central Committee’s second congress, results of the institution implementation reviews and research, as well as opinions offered by scientists and people.

The 1992 Constitution amendment and supplementation is planned to focus on promoting socialist democracy, ensuring that the state’s power belongs to people, affirming the thought of promoting national unity and people’s power reflected through the state’s activities, the political system, and democratic representatives. It will also re-affirm the Party’s leadership, protect human rights, and citizens’ rights and responsibilities; continue to build and complete the socialist oriented market economy, and socialist law-governed Vietnamese state; develop culture, education, science,and technology; ensure social justice, environmental protection, comprehensive international integration, as well as the effectiveness, stability and development of the constitution; and aim to firmly protect the independence, sovereignty, and unification of the socialist Vietnamese Fatherland.

Closing the session, NA Chaiman Hung appreciated the session’s outcome and asked the DCAC editing board to complete the session’s documents, based on DCAC members’ ideas, in order to review them in the next session.
