Insight into 10th National Party Congress

One of the most significant
achievements of the 20 years of renovation in Vietnam is
bringing into full play socialist democracy. This issue has
been highlighted in the documents of the 10th National Party
Congress asserting that socialist democracy is both objective
and motivation of renovation. Vietnam is building a socialist
society towards a wealthy people, powerful nation, equality,
democracy and civilisation with working people as masters. |

Objectives and leap forward in socio-economic
development |
|
|
|
The recent 10th
National Party Congress has adopted overall goals for
socio-economic development for the next five years as follows:
“Speeding up economic growth, achieving an important change
in raising efficiency and in sustainability of development,
thus quickly bringing the country out of the status of an
under-developed nation.Improving noticeably people’s material,
cultural and spiritual life. Accelerating national
industrialisation and modernisation and developing a
knowledge-based economy, laying a firm foundation for
Vietnam to basically
become a modern industrial nation by 2020...”
Among those overall goals, there
are two important landmarks. First, by 2010, getting the
country out of underdevelopment. Second, by 2020, basically
turning the country into a modern industrial nation. These
landmarks constitute two phases of development, two major
steps forward in the process of national industrialisation and

The tenth National Party Congress and awareness of the
path towards socialism in Vietnam |

|
|
Awareness
of socialism and the path towards socialism in Vietnam has
been a long and not so simple process. The Party has thus
creatively applied Marxism, Leninism and Ho Chi Minh Thought,
sharing international experience, adapting to Vietnam’s
realities in the quest for relevant theoretical awareness,
especially in the process of renovation. The 10th
National Party Congress asserted, “Awareness of Socialism and
the path towards Socialism has become clearer” (1). That
awareness has been reflected in the Political Report and other
documentations of the 9th Party Central Committee submitted to

New Party Central Committee announced |
|

|
The
10th National Party Congress delegates have
completed the election of the new Party Central Committee. The
list of 160 official members and 25 alternate members of the
tenth Party Central Committee was announced this afternoon.

renovation process initiated by the Communist Party of Vietnam
1986 has seen tremendous achievements of historical
significance, helping to change country’s face and creating a
strong premise and motive force for the country to move ahead
faster and more sustainable in national industrialisation and
modernisation. As a result, Vietnam’s prestige and status are

Education and training – the foundation and motive force
to boost industrialisation and modernisation |

|
During
the past 20 years of renovation, the education and training
sector together with other fields has seen sustainable
developments, becoming a foundation for the improvement of
people's knowledge, personnel training and talent fostering.
The sector is also contributing an important part to providing
sufficient and high quality personnel resource for national

Our Party only strives for national interest |

...The Communist Party of Vietnam
aims to have no other interest separate from the
country’s interest. Therefore, the Party must strive to mobilise and lead the people to liberate the nation and
improve the people’s political and cultural life. |

Poverty reduction – Vietnam’s outstanding achievement |
|
|
|
In recent time, Vietnam has seen a
reduction of over 2% in terms of poor households, equivalent
to over 300,000 households each year. An ambitious target of
hunger eradication and poverty reduction will be considered at
the upcoming tenth National Party Congress to remove the
existence of hungry households and reduce the rate of poor
households (according to new standard) down to 15-16% by 2010. |

Eighth Party Congress affirms continued renovation |
|

|
The 8th
National Party Congress in Hanoi, from June 28 to July 1,
1996, reviewed the achievements of 10 years of renovation,
drew lessons and experiences and mapped out the orientation
and tasks for the 1996-2000 period that kept on the Doi Moi
(renovation) process. |

7th Party Congress: Persisting in goal of
socialism |
|

|
Taking place in Hanoi
from June 24-27, 1991, the 7th Party Congress was
an extremely important event, deciding not only heavy
political tasks for the immediate future, but also the path
and steps for Vietnam's revolution in the following decades,
affirming the Party's determination to promote comprehensive
renovation and persist with the goal of national
independence and socialism. |

Fourth National Party Congress |
|
|
|
The Fourth National Congress of the Vietnam
Workers' Party was held in Hanoi from December 14-20, 1976, over
one year after the 1975 Great Spring Victory that led to
national reunification, to review big lessons of the
resistance war against US aggression to take the country to
socialism. |

Third National Congress of Vietnam Workers' Party |
|
|
|
The third National Congress of the
Workers' Party of Vietnam took place in Hanoi from September 5-10,
1960, at a time when the process of socialist construction and
economic development in the North was attaining great
achievements and the revolutionary struggle in the South had
made a breakthrough. |

CPV led the resistance war, while continuing nation
building |
|
|
|
The second National Congress of the Communist Party
of Vietnam (CPV), which took place in Chiem Hoa district in the northern
mountainous province of Tuyen Quang on February 11-19, 1951, stated that the
Party in that period led the entire people in the resistance war, while
continuing the process of nation building. |

Those people bearing wicked, hostile and
oppositional motives have recently taken advantage of the public opinion poll on
the draft Political Report to distort, slander and smear the Party, State and
people. However, the Vietnamese Party and people are determined to refute and
reject any counter-revolutionary project. One of their “irrational requirements”
is to remove Article 4 in the Constitution of the Socialist Republic of Vietnam. |

The draft Political Report to be
presented at the upcoming 10th National Party
Congress has been published by mass media to collect public
opinions. A big question is raised that what are the new

Implementation of 9th Party congress’s resolution

It is a vitally
important, yet difficult issue to review what has been
achieved and what has yet to be done during the period of the
Party congress. In a spirit of seeing and telling the truth in
a serious manner, the draft of the political report of the
ninth Party Central Committee submitted to the upcoming 10th
National Party Congress has reviewed the implementation of
resolutions of the 9th Party Congress. |

report |

The Youth Union Central Committee’s
Secretariat held in Hanoi on February 22 a conference to
gather opinions for the Party’s draft political report which
will be presented at the upcoming tenth national Party
congress. In a serious spirit and high sense of
responsibility, Youth Union officials and scientists have
contributed their ideas to the report. |

political report has has content referring to “boosting
renovation in all fields, bringing about the country out of

Central Committee held a conference in Hanoi on February 14 to
collect opinions for the draft political report to be
presented at the up-coming tenth national Party congress. Over

In implementation of co-ordinated
programme, recently, the Party’s Commission for Science and
Education, in co-ordination with the Union of Scientific and
Technological Associations held three conferences to collect
inputs of contingent of scientists for the draft political
report which will be presented at the tenth congress of the
Communist Party of Vietnam. Hundreds of outstanding scientists
attended these conferences which were held in Hanoi, Da Nang
and Ho Chi Minh City respectively. We would like to summarise
some of their opinions. |
